The mainland Portugal is closed to travelers without double vaccination, but you can travel to Madeira and Porto Santo without being vaccinated. With a negative PCR test at the Airport(s) you can fly there. Of course, you need to complete, prior to your departure, some formalities and receive clearance from the autonomous region Madeira.
